教育部直属高校科研投入产出效率及其发展趋势分析

摘　　要：运用数据包络分析方法对教育部直属高校2000～2010年间的科研效率及其变化趋势进行分析,发现教育部直属高校的科研效率存在较大的差异,而且在2000～2010年间,教育部直属高校科研的技术效率、纯技术效率和规模效率值均存在较大波动现象,整体水平有待进一步提高。应建立教育部直属高校科研效率评价系统,着力提高教育直属高校的科研效率;同时建立基于效率的教育部直属高校科研管理与运行机制,提高科研资源配置的效率,以便更好地推动高校为我国经济社会发展服务。Input-output efficiency of universities is the significant issue focused by domestic and foreign researchers. Existing researches pay more attention to the whole input-output efficiency of universities. Only a few researchers focus on the scientific research efficiency and tend to discuss this issue from the perspectives of different disciplines and departments. Applying the method of DEA, this study analyzes the scientific research efficiency and development trends of MOE-administrated universities from 2000 to 2010. The results show that there exist great differences in the scientific research efficiency of MOE-administrated universities. During the ten years from 2000 to 2010, the value of technical efficiency, pure technical efficiency and scale efficiency for the scientific research of MOE-administrated universities present obvious fluctuation. The whole level is expected to be improved. According to the analysis results, this study proposes the following suggestions, including establishing the scientific research efficiency evaluating system for MOE -administrated universities to improve scientific research efficiency of these universities, building the efficiency-based scientific research management and operation mechanism for MOE -administrated universities to improve the efficiency of scientific research resources allocation and to promote the better service of universities for the economic and social development of our country.
