摘　　要：本文论述了加强环境经济能力建设的背景、避免市场失灵及政府失灵的措施以及商业银行参与环保产业融资的经验。Budgetary allocations for pollution abatement recommended by the World Bank would cost some 3.1% of China's GDP, which is four times of the investment level of the recent past. To solve the severe environmental and ecological issues in China, it is imperative to strengthen capacity building in environmental economics in order to obtain a double-win goal. Training of businessmen, bankers, local planning officials and mayors could avoid new market failure and government failure.
