摘　　要：自由有两种含义,即积极自由和消极自由。其中消极自由是指政治和法律意义上的自由,是法律权利的同义语。学术自由属于消极自由的范畴,具有防御、请求和特免三种效力。终身教职是教师学术自由的生命线,北京大学2003年教师聘任制改革,将摧毁我国大学教师学术自由保护的最后屏障。The term ＂freedom＂ has two meanings, active freedom and passive freedom. Passive freedom specifically refers to the freedom of the politics and laws, and is the synonym of the term ＂rights＂. Academic freedom belongs to passive freedom, and has three aspects of effects including defense, request and immunity. Tenure is the lifeblood of the faculty in the university, and the ＂Faculty Employment Reform of Peking University 2003＂ will destroy the last protection bars of university teachers＇ academic freedom protection.
