摘　　要：提升质量、内涵发展,是新建地方本科院校发展路径的必然选择。新建地方本科院校需在质量观念、办学目标、办学机制、学校管理、校园文化、人才培养、知识教学、教育科研、师资建设与社会引领十方面进行改革,以提升其质量,努力为高等教育质量建设作出贡献。Improving the quality and developing the connation are the essential approaches to the develop-ment of the newly - built local university. The reform of quality concept, running - school goal, running - school policy, university management, campus cultures, talents training, teaching and research, staff con-struction and social duty should be conducted in the newly -built local university to improve the quality and make contribution to the development of the quality of higher education.
