高端领军人才引领嘉兴市创业创新城建设的研究

摘　　要：建设创业创新城是嘉兴未来发展的战略目标,它的实现离不开人才特别是高端领军人才的支撑和引领。本文首先明确了建设创业创新城与高端领军人才引育集聚具有很强的内在关联性,并分析了嘉兴在吸引高端领军人才发展上的优势,从立足项目发展前景、明确引才范围、强调跟踪保障、实现资源最大化利用、破解人力瓶颈等方面,创新提出了产业组团引进和链式配套支撑、高端技术与推进产业化、组团服务和点对点个性服务、注重宽容失败与优胜劣汰、高端人才围绕中心引育与基础性人才针对性培育等五个方面结合的对策和建议。It is the goal of Jiaxing to build the city of business creation and innovation,which should be supported and led by talents especially high-end and leading ones.This article points out that the city building is closely associated with the collection of top talents in the first place,and then analyzes the advantages Jiaxing owns in attracting high quality professionals and puts forward such effective policies and suggestions as recruiting and supporting talents by the group of industries, improving the industrialization of high technology,group and person to person service,bettering the mechanism of application of talents and introduction of senior professional and cultivation of elementary talents on the basis of the vision of project development,emphasis on follow-up guarantee,best use of resources and breaking through the bottleneck of human power.
