摘 要:随着我国劳动关系矛盾增多,构建和谐劳动关系成为当前国家的重大时代命题。和谐劳动关系构建是一个系统工程,既需要从国家宏观、社会中观层面着眼,也应从企业微观层面予以考察。西方劳动关系实践证明,现代企业人力资源管理有利于实现劳资和谐、互利共赢。但我国企业人力资源管理因外部规制缺位、制度移植变异等原因导致其积极功能并未实现,因此,我国应加强外部规制、形成国家导向机制、提升和改造企业人力资源管理,从而促进和谐劳动关系的构建。With the increase of our labor relation contradictions, how to build a harmonious labor relation came to be a crucial issue in our times. The building means a systematic project, which should be considered both from macro - view of the state and from social layer and micro - view of enterprise. Western labor relationship practice has proven that human resources management of modern enterprises contributes to the harmony of labor - capital relations and win - win situations. However, positive function of our enterprises HR resources failed to realize for its inadequate external regulation and aberrant transplanted system. Therefore, we should enhance external regulations, form leading mechanisrn of state, improve and rebuild human resources management, thereby propelling the building of harmonious labor relationship.
