摘　　要：铁路营业线改造施工是一项涉及行车安全和施工安全的工程,施工和运输的矛盾突出。本文结合以往的营业线改造施工经验,就施工前的准备、施工组织设计和施工计划的编报、应急预案制定、安全管控、天窗点综合利用、施工作业过程控制等环节,提出了一些观点和建议,在确保安全的前提下,实现运输和施工兼顾、运输和施工双赢,谨供既有铁路营业线施工参考。The construction of railway operating line transformation is the engineering which is related to traffic safety and construction safety, contradiction of construction and transportation is highlighting. In this paper, combined with the reconstruction experience of previous business line, some opinions and suggestions were proposed on pre-construetion preparation, construction organization design and preparation and reporting of the construction plans, contingency planning, security control, comprehensive utilization of sunroof points, and constniction process control. Under the premise of ensuring safety, to achieve the win-win situation of transportation and construction, provideing reference for the existing railway railway operating line construction.
