摘　　要：行业划转高校特色发展战略是其对"建设什么样的大学"和"怎样建设大学"的回答。特色发展战略的制定,首先要理解行业划转高校的特殊性,在制定战略中要注重差异性、特色性、方向性和长期性,以要强化办学理念特色、学科特色、育人特色、科研特色、管理特色、文化特色为路径,推动学校科学发展。The development strategy with characteristics for colleges and universities which used to be run by the state industry department and now by the national education authority or local government is the answer to ＂what kind of university to build＂ and ＂how to build the university＂. For the formulation of the development strategy with characteristics, we must first understand the special nature of this kind of universities, focus on the differences, features, directional and long-teml, strengthen the educational philosophy features, subject characteristics, educating specialty, research characteristics, management characteristics, and cultural characteristics, and promote the science development of school.
