关中-天水、成渝、北部湾三大经济区创新实施比较研究

摘　　要：自西部大开发以来,关中-天水经济区、成渝经济区、北部湾经济区在创新领域分别取得不同的绩效,文章通过比较关中-天水、成渝、北部湾经济区在创新投入、创新支持、创新能力提升三维度的数据,得出创新实施比较结果:成渝经济区在三大创新维度的总体规模和增长速度明显优于关中-天水经济区和北部湾经济区,关中-天水经济区只是在创新支持中的子维度略高于成渝经济区,在创新能力提升维度增长速度与成渝经济区接近。在此基础上,关中-天水经济区应从三方面提升创新实施绩效:首先,整合关中-天水经济区内不同城市的创新支持资源,发挥不同区域的比较优势,带动整个经济区甚至全省的高效创新产出;其次,增加创新资金投入,为破坏性创新和渐进性创新提供直接稳定的环境保障,确保经济区提高创新产出和创新质量;第三,构筑创新人才发展环境,积极推进科技创新项目孵化平台建设、科技资源共享平台建设、科技创新中心基地建设,构筑创新人才发展环境。Since the development of the western region, Guanzhong-TianShui, Chengdu-Chongqin and Beibu Gulf Economic Zone in the field of innovation have different performance. This paper by comparing the three economic zones in the innovation input, innovation support, innovation to enhance the ability of three dimension data, it is concluded that： Chengdu-Chongqin economic zone in the three dimensions of innovation of the overall scale and growth speed is obviously superior to the Guanzhong-TianShui economic zone and the Beibu Gulf economic zone. Guanzhong-TianShui economic zone just in sub-dimension of the innovation of the support higher than Chengdu-Chongqin economic zone, and close to Chengdu-Chongqin economic zone in innovation to enhance the ability dimension growth speed. On this basis, Guanzhong- Tianshui Economic Zone should start from three aspects to enhance innovation performance： First of all, integrate innovation support resources of different city in Guanzhong-Tianshui Economic Zone, play different regional comparative advantage and drive the whole economic zone and the province＇s efficient innovation output; Second, increase the innovation funds for destructive innovation and progressive innovation provides direct stable environment security, ensure economic zone to improve output and quality of innovation; Third, build innovation innovation of science and technology incubator project platform platform construction, science and technology innovation center environment. talent development environment, actively promoting the construction, science and technology resources sharing base construction, build innovation talent development
