摘  要:英国的校车制度凸显其教育公平的理念,"服务全体"的口号深入人心;就近入学原则和公共交通系统的发达,使得英国校车的运营机制与美国具有明显不同,在降低成本方面对我国部分城市的校车制度有很大启示。"管运分行"的特点,来自英国校车服务的立法机制,目前已形成立法先行,多方协同的保障体系;民间组织与官方机构共同关注校车的安全问题,使英国校车在安全措施方面不断完善。As one of the oldest public transportation system in history, the basic idea of "Services for All" had been widely accepted since the emphasis on equity of education in UK. The obvious feature of UK public bus is that local school district would not run any school buses as the principle of "learning with community schools" is deeply rooted in people's mind and due to its development of public transportation system, which could be bor- rowed by Chinese government. Meanwhile, splitting administration and operation pushed the rapid process of leg- islation and protection of enforcement and finally shaped the safekeeping system of school transportation, and promoted it under the supervision of non-government organizations and official panels.
