科学发展观视野下的新疆非传统安全威胁及应对

摘　　要：科学发展观"以人为本"的核心与非传统安全以"人的安全"为核心实现了范畴上的一致,而其"全面、协调、可持续"的基本要求又与非传统安全"综合治理"的新安全观实现了价值理念上的相通。对新疆而言,应对非传统安全威胁更要以科学发展观为指导,实现安全与发展的有机统一。The “people - oriented” core of the scientific development outlook and the “ human security”core of the non - traditional security are in agreement with each other in category, and the basic requirement of “comprehensiveness, harmony and sustainability” of the former is interlinked with the new security outlook of the “comprehensive treatment” of the latter. To Xinjiang, it is crucial in coping with non - traditional security threat to have the scientific development outlook as its guide and to realize the inner unity of security and development.
