摘　　要：改革开放以来,我国生产要素领域的市场化水平远远滞后于商品领域的市场化水平。关中-天水经济区经济要实现持久快速健康的发展就必须抓住西部第三个十二五发展规划的机遇,加快要素市场的改革,实现市场化配置。Since the reform and opening up,the level of factors of production in China market has lagged far behind the level of the market in the area of commodities.Guanzhong-Tianshui Economic Zone economy is to achieve lasting,rapid and healthy development must seize the opportunity of western third of the second Five-Year Development Plan,to speed up the reform of factor markets,marketoriented configuration.
