摘　　要：针对高校学报管理与提高论文质量的措施问题,文中对高校学报论文质量进行了分析,探讨了高校学报管理方法与提高论文质量的措施,提出高校学报的管理措施与论文质量的相关性,提出高校学报论文质量提高的措施,一是要借助高校培养人才的优势,加强高校学科队伍的建设,二是要积极推行高校学报管理方法利用OA技术的实施。这样就会在源头上提高高校论文的质量,使高校学报尽快进入世界三大检索系统。The paper analyzes the quality of the academic thesis in order to enhance its quality. The management method and the measures to enhance it~ quality are discussed. The relevance between the management measures and the quality of the journals are explored. The key points for enhancing the quality of the journal are as follows： first, to enhance the construction of the research team; second, to promote the implementation of OA. These measures can guarantee the quality of the academic thesis.
