我国服务型政府建设的文化障碍及其纾解

摘　　要：在梳理有关文献的基础上,总结文化要素在服务型政府建设中的支撑作用,对传统文化中影响服务型政府建设的消极因素进行分析,并从更新理念促进职能转变,培养公务员竞争与创新意识,提高我国公民的主人翁意识和以法治理念代替"人治"思维四个层面提出了纾解服务型政府建设中文化障碍的对策建议。On the basis of sorting out related literature, this paper summarizes the support role of cultural factors in the construction of China＇s service-oriented government and analyzes the negative factors affecting its construction in traditional Chinese culture. This paper proposes the countermeasures of mitigating the cultural obstacles in constructing service-oriented government from four aspects, function transformation by updating concepts, developing the competitive and innovation consciousness of civil servants, improving the sense of ownership of our citizens and replacing the thoughts of ＂rule by man＂ with the concept of government by law.
