皖江城市带承接产业转移示范区人才流失与对策研究

摘　　要：皖江城市带承接产业转移示范区是实现振兴安徽的重点开发区域。长期以来,安徽存在着人才大量的流失的现象,并成为制约皖江经济发展的"瓶颈"。皖江城市带的发展离不开人才的支撑,只有科学制定人才发展战略,优化人才发展环境,并积极创造条件留住人才、吸引人才回流,才能为实现皖江城市带高端承接产业转移,更好地完成国家使命提供足够的人才保障。With the putting forward of the rise of central region strategy, demonstration area of megalopolis along Yangtze - river in Anhui province undertaking industrial transference, as the key development area, has become an important pivot to realize the economic development in Anhui Province. The economy of Anhui Province has been backward for a long time. Owing to the gap between Anhui Province and east China＇ s economy, a great number of talented persons are running off permanently. The development of demonstration area of megalopolis along Yangtze-river in Anhui province can not be separated from the support of personnel. Brain drain has been one of the major bottlenecks of the development of economy. Therefore, we should make a scientific talent＇ s strategy by optimizing or creating conditions to realize the return of talents for developing them in demonstration area of megalopolis along Yangtze-river in Anhui province. In this way we can train out an imperial and high qualified talent team to complete national mission for achieving the development of demonstration areas of Megalopolis along Yangtze River in Anhui Province.
