面向中小企业的产业集群政策研究——以广东省为例

摘　　要：在国家产业政策、科技和金融等政策框架下,如何制定面向中小企业的产业集群政策还处于探索阶段。本文提出了一个产业集群政策的CPEE分析框架,并基于这框架对广东产业集群政策进行了分析。分析结果显示,CPEE框架能有效地分析产业集群政策和实施方案的现状,并在分析结果基础上指出广东产业集群政策的不足以及提出政策建议。How to design industrial cluster policy based on country＇s industrial policy, technology policy, finance policy and other policies is still a question needed to be explored. A cpee（ cluster policy execution and evaluation） framework is put forward in this paper. The status of guangdong industrial cluster policy is also analyzed based on cpee framework. The analysis result shows that cpee is an efficient tool for cluster policy analysis. In the end the shortcomings of guangdong cluster policy are mentioned and some improvement suggestions are proposed.
