摘　　要：公共图书馆是国家用于服务社会、提升全民文化素质的公共资源,这种资源的总量是非常有限的。公共图书馆职能与全民阅读的矛盾,不能完全归结为图书馆职能短缺和全民被动阅读的矛盾。公共图书馆职能与全民阅读之间,具有同一性和斗争性。公共图书馆与全民阅读之间的关系,应根据不同的情况使用不同的方式加以协调。在科学协调的基础上,努力在现实对象的不确定性和内容的不确定性之间因势利导,确保每个个体产生阅读、求知的兴趣,以促使人们自觉地走进公共图书馆。The public library is a public resource for the country to serve the society and improve the national cuhuralquality; however the amount of this resource is very limited.
