摘 要:【摘要】目的通过描述山东省卫生技术人员配置现状,分析其发展变化规律和人口、地理分布的公平性。方法利用山东省及全国的卫生统计资料,研究山东省卫生技术人员配置现状及发展变化趋势。采用Lorenz曲线和Gini系数测量卫生人力资源人口和地理分布的公平性。结果山东省总体卫生技术人员的地理分布和人口分布公平性较好,Gini系数分别为0.1765和0.1114,处于高度公平状态,但地区之间仍旧存在一定差异。结论政府应建立和提供各种基础保障,强化其调控能力和在规划、投入、管理中的责任,在保证配置公平的基础上,使人才供给和卫生需求相适应,使卫生系统效率最优化。Objective By analyzing the current deployment of medical workers in Shandong province, the article tries to identify the patterns of developments and changes and the equity as regard to population and geographical layout. Methods Utilizing health statistics of Shandong province and other provinces to study the current deployment of medical workers and its development trends, and utilizing Lorenz curve and Gini coefficient to measure the demographic and geographic equity of human resources deployment. Results Geographic and population layout of medical workers in Shandong is fair in general, with Gini coefficients being 0. 1765 and 0. 1114. The data indicate high equity yet there are still regional differences. Conclusion The government, as provider of primary infrastructure, should strengthen its regulatory capaeity, and its responsibilities in health planning, investment and management. On the condition of deployment equity, health authorities should match human resource supply with needs, optimizing the health system.
