摘　　要：公民新闻的出现让受众的主体地位得到巩固和重视,非专业的公民记者开始掌握话语权,但并非所有公民都能发出自己的声音。边疆民族贫困地区的公众生活条件艰苦,媒介设施和知识匮乏,媒介观念缺失,在公民新闻不断发展的过程中保持沉默。传统媒体,尤其是地方性媒体,应重视发展针对民族贫困地区公民的"公共新闻"和"社区新闻",主动发出邀请,帮助其提升媒介素养。社会各界应参与其中,共同推动"边民新闻"的发展,增强边疆民族贫困地区少数民族公民的新闻意识与传播能力,让其"主动发言",摆脱贫困状况。The appearance of citizen journalism consolidates the subject stattls of mass media audience and bringsnonproIessional journalists the right ot speech initially. However, not every citizen can mare Heir voice heara. Minoritygroups near the borders live a hard life equipped with poor media facilities and knowledge which leads to the absence of their media conception and the silence keeping in the development of citizen journalism. Traditional media, especially parochial media, should pay attention to developing public journalism and community journalism focusing on the citizen of impoverished minority region to make invitation of journalism and improve their media literacy. The whole society should strive jointly for the cause and develop new-style border citizen journalism, which is expected to get rid of the needy status with the help of promotion in awareness of journalism and communication capability and encourage the border minority groups to send their own words.
