摘 要:提高城市电梯的困人应急处置能力已成为全社会共同关心的问题。在分析我国电梯应急救援现状的基础上,以实现四个"第一时间"为目标,将电梯的生产厂家、维保单位、使用单位、监管部门、救援站等纳入体系,提出了由电梯应急救援平台、电梯远程监视系统、电梯应急救援队伍及电梯应急救援网络组成的城市电梯应急救援体系构架。以电梯应急处置中心为核心,制定了由维保单位、救援站、电梯工程师构成的三级救援响应模式,分别针对普通故障和困人故障研究了电梯应急处置机制,保证电梯事故的专业快速救援。Raising city elevator emergency response capacity has become a social issue of common concern. On the basis of the situation analysis about the elevator emergency rescue ( EER), the architecture of city elevator emer- gency rescue system was proposed to achieve the goal of the four ' first time'. The EER system which involves the elevator manufacturers, maintenance units, users, regulatory authorities, and rescue stations, etc. was composed of EER platform, elevator remote monitoring system, EER teams, and EER networks. With the elevator emergency response center as the core, a three-level rescue response mode which involved maintenance units, rescue stations, elevator engineers was developed. Finally, the elevator emergency response mechanism was studied for common el- evator failure and entrapment failure to ensure the professional and rapid relief of the elevator accident.
