转型期高职院校发展的政策期待——基于对120名高职院校书记、校长的调研分析

摘　　要：我国高职院校在以"转变经济发展方式"为主线的"十二五"时期面临着新的挑战和机遇。对120名高职院校书记、校长调研发现,高职院校在经费与投入、管理体制和高等职业教育体系等方面问题突出,希望加大投入,落实生均拨款;加强统筹,明确政府责任;转变观念,完善高等职教体系。此外,在职业教育发展的外部环境、招生制度改革、师资队伍建设、校企合作、行业指导、院校评估、中高职衔接和干部培训等方面也应加强。Higher vocational schools confront with new challenges and opportunities during the ＂12th Fiveyear＂ period with the principal line of economic development mode transformation. On the basis of investigation and analysis on 120 principals of higher vocational schools, it is found that, higher vocational schools confront with outstanding problems in funds and investment, management system and higher vocational education system. Therefore, the following actions are expected to take： increase the input and implement the students＇ average appropriation; strengthen the overall planning and definite the governmental responsibilities; change the views and optimize higher vocational education system. Furthermore, it is necessary to enhance the external environment for vocational education development and streng then, enrollment sys tem reform, construction of teaching staff, schoolenterprise cooperation, industry guidance, schools＇ assessment, linkage with secondary and higher vocational education as well as cadres training, etc.
