摘 要:城市规划是以空间规划为形式,以城市公共生活的全面塑造为内容的社会性规划。它的本质诉求在于通过提供公共服务建构公共领域,实现城市社会的公共利益最大化和利益冲突最小化。由于受到资本和权力两种主导因素的影响,当前的城市规划的形成和运行遭遇了诸多与公共利益不相适应的困境。城市规划的领导意志化、目标的经济化和效率化、主体的单极化、利益错置和问责机制的缺位,导致了许多社会公正问题。通过完善城市规划的决策体制、规划内容、绩效考核、问责制度等方式,可以彰显城市规划的"公共利益"诉求,矫正城市规划的各种困境。同时,城市空间的公共治理还应在组织载体、形式和方法等层面上对公众参与提供充分的制度空间。Urban planning is a kind of social planning based on the spatial planning. The content of it is the urban public life. The demand of it is to construct public domain, and it provides public services to maximize the public interest and minimize the conflict of interests. Due to the capital and power of government, the formation and operation of the current urban planning has encountered many difficulties that are incompatible with the public interest. The urban planning aimed to economic and efficiency was deeply affected by the leadership. It is characterized by single subject, interests misplaced and lack of accountability mechanisms. These elements lead to many social problems. We should improve the decision mechanisms,the content of planning, performance evaluation and the way to Cleary the scope of public interest to solve those difficulties. At the same time, the public governance of urban space also requests a complete program for public participation which includes organizational carrier,forms and methods.
