摘　　要："百花齐放、百家争鸣"的方针,虽是文艺与科学学术发展的普适性的规律体现,但在中国却有特殊历史与现实意义。对文艺和科学、学术的发展,从社会主义民主、自由的意义上,它能予以政策上的保证。因为"双百"方针反对以权力裁夺和行政干涉方式,去判定艺术上的优劣、科学上的真伪、学术上的是非。"双百"方针是在总结了古今中外艺术史与科学、学术史的经验教训之后自觉确立的,其根本目的在于保证社会主义的艺术与科学和学术的顺利发展。因此在"双百"方针所涉的领域,必须发扬学术民主和艺术民主,提倡讨论和争论,鼓励实践的创新与发展。而在艺术创造领域,尤其要保证个人创造性和个人爱好的广阔天地,实现艺术的形式与内容、题材与体裁、风格与流派的丰富多样性,按艺术自身的规律实现其发展繁荣。The＂ double hundred＂policy that let a hundred flowers blossom and a hundred schools of thought contend gives a guarantee to the full development of art, science and academy on the socialist democracy and freedom. It oppo- ses to put the power judgment and administration interference on the value of arts, the truth of science and the utility of academy. The policy is built up on the domestic and international historic experiences of arts, science and academy. The aim of the policy is to guarantee the flourish of socialist arts, science and academy. So in the fields under the influ- ence of the＂double hundred＂, the academic democracy and artist democracy should be promoted to advocate discus- sion and argument and to encourage the creativity and development of practices. In the arts, it is important to guarantee the wide space of personal creativity and preference to make the form and content, subject and theme, style and genre flourishin~ based on the nrincinle of the art itself.
