摘　　要：有效落实民生财政,实施国有资本经营预算是关键。一要拓宽国有资本经营预算收入,扩展纳入国有资本预算的国有企业范围,调整国有企业收益上交比例,搞活国有资本,可持续增加国有资本经营预算收入。二要增加民生方面的国有资本经营预算支出,提高预算支出中社会性支出的比例并加以细化。三要完善相关法律法规和国有资本经营预算配套制度,推进国有资本经营预算法制化建设。Setting budget for state capital operations is the key for us to effectively put people＇s wellbeing-oriented finance into practice. First, we should compile budgets for more state capital operations and realize the sustainable income increase of budget for state capital operations; second, we should increase the proportion of people＇s wellbeing related expense in the expense of budget for state capital operations and increase the proportion of social expense in expense of budget and detail it; third, we should improve the related laws and regulations and the supporting systems to promote the development of a legislative framework for budgets for state capital operation.
