摘　　要：本文首先比较了开放式创新模式与国家创新系统模型的异同之处,指出企业开放式创新模式是对国家创新系统模型的有益补充;其次,基于开放式创新政策理论框架,以三个欧洲国家的开放式创新政策实践为例,详细分析与评价了欧洲国家的开放式创新政策体系;最后,本文初步设计了我国开放式创新政策的范围框架与公共指南,提出了开放式创新政策实践的若干建议。Firstly, this paper compares the similarities and differences of open innovation model and national innovation system, it points out that corporate open innovation practices is a useful supplement to the national innovation system. Secondly, this paper analysis and evaluate the cases of open innovation policy application and open innovation policy system in three European countries on the basis of two dimensions of open innovation policy＇s theoretical framework. Finally, based on open innovation policy model of European countries, the paper explores the open innovation policy＇s theoretical framework and guides the effective implementation of open innovation policy, its aims at enhancing innovation oerformance of SMEs in China.
