慈溪市流动人口基本医疗保障现状分析与政策建议

摘　　要：目的了解流动人口基本医疗保障的现状及存在的问题,提出改进流动人口医疗保障的政策建议。方法对居住在浙江省慈溪市境内的5963名流动人口进行抽样调查,对流动人口基本医疗保障的相关资料进行分析。结果流动人口中参加各类医疗保险的占72.38%,未参加任何医疗保险的占27.62%。结论应加大医疗保险政策宣传力度,增加财政投入,提高流动人口医疗保障水平和自我保健意识。要适应流动人口流动性、多样性特点,实行多层次、多类型的医疗保障,实现参保方式的灵活转换。Objective To understand the current status and problems on basic medical insurance of migrant population,and to put forward some suggestions. Methods 5 963 persons of migrant population in Zhejiang Cixi were surveyed with sampling method, above data were analyzed. Results Among the migrant population,the rate of participating in medical insurance was 72.38%,the rate of doing not participate in medical insurance was 27.62%. Conclusion We should enhance the propaganda of medical insurance policy, increase financial investment,improve medical insurance system and self-heahh care awareness. To meet the features of fluidity and diversity of migrant population, we should practise multi-level,multi-types of medical insurance, and realize the flexible conversion of participation manner.
