摘　　要：描述了公共信息资源商业化开发的现状,列举出了适宜商业化开发的公共信息资源的类型,然后提出了公共信息资源商业化开发的增值模型,接着分析了公共信息资源商业化开发过程中的利益博弈、竞争合作,最后提出了针对公共信息资源商业化开发的激励措施。This article enclosed the status of the Commercial Exploitation in public Information Resource, introduced the some types of public Information Resource that are suit for Commercial Exploitation, and suggested the increment mode of the Commercial Exploitation in public Information Resource, then analyzes the game and cooperation during the Commercial Exploitation .At last this article suggested the method about improving the Commercial Exploitation in public Information Resource.
