侯马市农村居民点整理类型与优先度分析

摘　　要：农村居民点整理类型及其优先度的划分是土地整理规划的基础。本文基于资源状况和社会经济条件的考虑,利用综合评价法对侯马市农村居民点适宜性进行了评价,并结合"木桶效应"得到其农村居民点整理类型;利用加权系数法测算出农村居民点整理的迫切指数;在此基础上,结合定性分析,利用互斥性矩阵分类法得出侯马市农村居民点整理的优先度。结果表明,侯马市农村居民点整理应以符合资源承载量和满足建设用地需求量为主,从供需两方面考虑,将侯马市的农村居民点整理划分为近、中和远三期,其中,近期优先整理一级区,农村居民点的整理类型以城镇化型和城乡挂钩型为主;中期整理二级区和三级区,农村居民点整理类型以内部挖潜型和迁村并点型为主;远期整理四级区,农村居民点整理类型以保留发展型为主。研究结果可为侯马市土地综合整治规划的编制和新农村建设提供科学依据。Rural setdements finishing type and priority of the divi- sion are bases for land consolidation planning which is based on the consideration of resource situation and the soeiol-economic conditions. Comprehensive evaluation method is used to evaluate the suitability of rural setdements in Houma City, Combined with the＂barrel effect＂ to get the type of rural settlements finishing. By the method of weighted coeffieient to estimates the urgent index of rural settlements finishing. Furthermore, combined with qualitative analysis, the priority of rural settlements finishing was got with cluster analysis method in Houma City. The results showed that rural settlements consolidation in Houma City should consider both supply and demand to be in line with resource carrying capacity and to meet the construction land demand. Rural settle- ments consolidation in Houma City is divided into short, medium and long-term. The first grade district is to be finished firstly, finishing type of rural residential is main in rural urbanization, urban and rural areas linked. Mid-finishing the second and the third districts, finishing type of rural residential shottld be focused on collecting internal rural and village relocation. Forward tofinishing the forth district, finishing type of rural residential should be focused on retain developmental. The findings provide a scien- tific basis for the Houma City land remediation plan preparation as well as new rural construction.
