摘　　要：话语的模式与内容乃是社会行为的模式与内容的反映和表征;"潜规则"一词的流行,是以潜规则行为大规模存在为基础的。本文基于实事求是的立场,结合对现实利益的博弈分析与道德哲学的批判视角,深入阐明"潜规则"行为中的合作与背叛、道德与利益的复杂关系,深入探究"潜规则"行为背后的利益博弈与心理机制,以期为治理潜规则行为奠定认识论的基础。This article holds that the mode and content of language is the symbol and reflection of social actions ; the prevailing of the concept ＂underlying rules＂ is based on the facts that this kind of actions exist in a very large scale in our society. Based on the standpoint of seeking the truth out of the facts and under the fused field of view of game theory and moral philosophy, the paper analyzes the relationship between the coop- eration and betray in the action underlying rules, explores the interests and mentality of the underlying rules, and then establishes an epistemological basis for the treatment of underlying rules.
