摘　　要：进入21世纪以后围绕传统产业的国际分工体系已经基本完成,国际产业转移未来的增长机会主要源于新兴产业,跨国公司将成为新兴产业国际转移的主要推动力量,外资研发机构伴随制造业转移的趋势也将日益凸显。在分析国际产业转移、新兴产业发展、跨国公司战略、外资研发机构转移的关系及其机理的基础上,研究大连市承接国际产业转移的发展轨迹和现状、新兴产业领域自主创新成果的累积与推广应用情况,分析外资研发机构成为大连市科技创新体系组成部分的基础与条件。通过全球市场下跨国公司的战略走向、外资研发机构与本土企业自主创新能力提升的关联效应以及科技创新体系对大连经济社会发展贡献的分析,提出外资研发机构成为大连市科技创新体系组成部分的路径、政策及推进措施。Since the system of international division of labor has been established in most traditional indus- tries after the entry of the 21st century, the growth opportunities for future international industry transfer will mainly come from emerging industries. In international transfer of emerging industries, multinational corporations （MNCs） will become the main driving force. And accompanied with the transfer of manufac- turing industry, foreign R＆D institutions will also take on an increasingly prominent trend of international transfer. Through analyzing the correlation among international industrial transfer, emerging industries development, MNCs~ strategies and foreign R＆~D institutions and the mechanisms of the international transfer of foreign R^D institutions, this article explores the history and the status quo of Dalian^s accep- ting international industrial transfer and the accumulation and the application of innovations in emerging industries and further elaborates upon the foundations and conditions of incorporating foreign R＆D insti- tutions into Dalian~ s technological innovation system. Based on the analysis of the global strategies of MNCs, the correlation effect between foreign R^D institutions and local companies~ innovation capabili- ty, and the social and economic contributions of the technological innovation system to the city, the article proposes the path, policies and promoting measures of incorporating foreign R^D institutions into Dalian~ s technological innovation.
