加快河南乡村文化产业集聚区建设战略对策研究

摘　　要：通过实地调研,发现目前河南乡村文化产业集聚区建设虽已得了初步成效,但还存在着产业集聚度不高,缺乏龙头企业和名牌产品,从业人员学历层次低,技术学习多局限在地方层面,尚未构建起完整的产业链条,中介组织缺乏,管理服务薄弱,缺少高质量的规划,基础设施落后等问题.为加快河南乡村文化产业集聚区建设,提出应科学规划,加快基础设施建设;拓宽技术学习渠道,完善人才服务保障体系;抓大不放小,拓展产业链条;规范市场竞争行为,创新管理模式;完善公共服务平台,优化企业发展环境等战略对策.By field survey on a lot of the rural culture industry agglomeration districts in Henan province, the paper found that although they have initial success, but there are many problems to be solved for their sustainable development, such as the degree of culture industry agglomeration being not high, the lack of leading enterprises and brand - name products, low academic level of the employees, technological learning limiting at the local level, not yet building up a complete industrial chains, the lack of intermediary organizations, the weak management services, the lack of high - quality planning, poor infrastructure and others. At last, the paper puts forward some strategic countermeasures, such as scientific planning, accelerating infrastructure construction, broadening technology learning channels, improving personnel security system, grasping the big and not giving up the smalls, expanding the industrial chain, regulating competitive behaviors, innovation management model, perfecting the public service platform, optimization enterprise development environment and others.
