摘　　要：党的十八大强调,要以改革创新精神全面推进党的建设新的伟大工程,全面提高党的建设科学化水平。高校肩负实施科教兴国和人才强国的重要使命,构建高校创先争优长效机制,是增强高校创先争优活动实效性的一项制度保障。以创先争优为动力加强基层党组织建设;抓好构建创先争优长效机制的基础工程——学习型党组织建设;以优良的党风带动和推进师德建设。The 18^th CPC National Congress stresses the demand of comprensively prorating great new project of party building with the spirits of innovation, whereby to fully enhance the level of party construction. Colleges undertake the important mission of implementing developing the nation through science and education,as well as invigorating the nation through talent training,so building colleges＇ long acting mechanism constitutes an institutional safeguard for enhancing its striving for excellence. It behooves us to strengthen party organization construction at the grasstoots level,to rmke great efforts to build the fundarmental project of long acting mechanisrm-leaming typed party organization construction, and to carry forvcard teacher＇s professional ethics with the help of excellent party spirit.
