区域创新体系评价新视角——大学—政府—企业生态网健康指标体系研究

摘　　要：从区域创新体系的内涵定义入手,指出区域创新体系核心结构为大学、政府和企业所组成的生态网。因此评价区域创新体系,应从一种新的评价视角——大学-政府-企业生态网的健康状况为着眼点,综合考虑网络的创新能力、网络与环境的互动、网络持续创新的的能力三方面因素,并以此为基础设计出兼具动态性和操作性的生态网健康状况评价指标,从而对区域创新体系的发展状况进行有效评价。Based on the definition of regional innovation system, this paper proposes that the core structure of regional in- novation system is the ecological network which is composed of the university, government and enterprise. Therefore the regional innovation system should be evaluated by a new perspective of the health of university - enterprise - government eco- logical network, with comprehensive consideration of three factors which are the innovation ability of network, the interac- tion ability between network and environment, and the continuous innovation ability of network. The paper establishes dynamic and operability evaluation index for regional innovation system.
