摘　　要：基础教育学校建设是《国家中长期教育改革和发展规划纲要(2010—2020年)》提出的一项重要工作,加大财政投入、合理分配资金是完成这项工作的重要保障。针对辽宁省、市、县各级政府分担比例、各地区各级各类学校的分配额度、重点项目及各年度的规划等方面资金的需求情况,提出加大各级政府资金落实力度,合理分配、科学管理专项资金,加强资产管理、减少固定资产流失,加强领导、建立健全制度等建议,从而促进基础教育事业健康发展。Elementary education school construction is an important work put forward from the National medium and long-term education reform and development plan（2010-2020）,increasing financial investment,a reasonable allocation of funds is an important guarantee to finish the work.According to government sharing ratio of the province,cities and counties,the amount distributed to schools at all levels,key projects,the annual planning,etc.,this article puts forward the fund allocation and proposes that governments at all levels should increase efforts to make funding implemented and rationally distributed,scientifically manage special funds,enhance assets management,strengthen leadership,establish and perfect systems and other effective strategies,so as to promote the healthy development of elementary education.
