健全组织:扩大村民在社区治理中的公共参与

摘　　要：改革开放后,建立在低组织化程度基础上的村民自治、农村社区治理和村民公共参与同样存在着低水平问题,而农村税费和综合配套改革进一步把低组织化程度和低水平问题凸显出来,使农村社区治理和村民发展陷入困境,这集中反映了村民组织建设的滞后和不适应。提高组织化程度,扩大村民在社区治理中的公共参与,必须加强村级组织,使之依法定位、转变角色、切实承担起组织领导村民依法办理自己事情的职责;必须发展民间组织,使之成为联接村级组织和广大村民的载体和纽带;必须利用精英力量,使之领办、牵头、负责发展各种形式的农村社区民间组织;必须健全组织网络,实现组织上无缝对接、人员上全面覆盖、资源上力量整合、格局上形成网络、运行上协调配合,为农村社区治理注入新的生机与活力。After the reforms,the villager autonomy,rural community governance and public participation of villagers,based on the low level organization,remain at the same low level which is protruded by the further rural taxes and comprehensive reform and thus impedes the rural community governance and development of villagers.To increase the degree of organization and expand the public participation of the villagers in community governance,we must strengthen the village-level organizations,enabling them to act in accordance with law,to change their roles effectively and to assume the responsibilities of organizing the villagers to deal with their own affairs within the sphere of laws;the civil organizations must be fully developed to match the village-level organizations with the vast majority of villagers;elites also prove to be a group of great importance in developing various forms of rural communities civil organizations;the organizational network should be improved to achieve a seamless connection,full coverage of staff,integration of resources and network in coordination so as to inject new vigor into the rural community governance.
