摘　　要：文章借助理论研究和案例分析方法,提炼了中国当前技术创新的制度与环境特征;梳理了国内现行技术标准战略的层次及其对应的联盟标准形成机制;进一步结合典型案例,分析了各层次标准联盟的组建与运行机制及存在的问题;最后从联盟发起制度、联盟成员结构、成员关系强度角度,提出了改进技术标准联盟有效性的对策建议。With theoretical research and case analysis method,this paper extracted the main characteristics about technology innovation institution and the current environments in China,and sorted out the frames of technology standard-setting strate gies and their corresponding alliance formations.Then,the organization and operation mechanisms of standard-setting allianc es in each frame were analyzed including principle problems.Finally,the paper proposed some suggestions for improving the efficiency of Chinese standard-setting alliance,from the aspects of initiation arrangement,partner structure in alliance,and the intensity of partner relations.
