文化视角下社会保障研究的认识论与方法论问题——以法国社会保障体制为例

摘　　要：中国社会保障体制改革与发展的深化,要求重视对中国社会保障文化逻辑的探究,这对于制定能够有效运作的制度安排和发挥社会保障体系积极的文化功能、促进社会和谐、推动中国社会的全面进步都具有十分重要的意义。以法国社会保障体制为例,从文化视角下探讨社会保障研究的认识论与方法论问题,要求把文化看作是用来解释行为的意义系统,关注社会保障体系中的人,并综合运用社会学和人类学的研究方法去记录、描述、考察和总结社会保障的实践活动。The reform and development of China＇s social security system require deep investigation of the cultural logic of social security system,which is very important for making effective institution arrangements and bringing into full play the positive cultural function of social security system to promote social harmony as well as the whole society＇s progress.Taking French social security model as example,in social security studies under the perspective of national culture,national culture should be considered as meaning system serving the needs of interpreting concrete actions.The focus should be moved from policies to individuals.Appropriate research methods in sociology and anthropology should be adopted to record,describe,investigate and summarize the practice of social security.
