摘　　要：水资源不仅是基础性自然资源,也是一种战略性经济资源。湖南"四化两型"社会战略的实施离不开水资源的支持。湖南水资源相对丰富,但是存在诸多问题,严重影响水资源的安全性。水资源资本化成为当前解决水安全问题的主要途径。文章从"四化两型"与湖南水资源资本化的关系入手,分析湖南水资源资本化运营的主要实施路径,在此基础上,阐述湖南水资源资本化运营机制创新方式,并提出有关保障措施。Water is not only the basic natural resources, but also a strategic economic resource. Hunan＇s implementation of the strategy of the four modernizations two-oriented society cannot do without the support of water resources. Hunan is abundant with water resources, but there are many problems seriously affect the safety of the water resources. The water resources capitalization becomes the main way to address water security issues. Article begins from the ＂Four Modernizations and Two-oriented＂ of Hunan capital of the relationship of water resources, and analyses Hunan water resources capitalized operators on this basis of the Hunan water capitalized operational mechanism innovation, and puts forward regarding safeguards.
