摘　　要：流域水环境分区管理是国外常用的模式,在我国也得到普遍认可,并在逐步推行之中。但总体而言,我国的流域分区管理体系框架还不是十分清晰,缺乏一些实施规范与标准,因此,国家环境保护部制定了《重点流域水污染防治规划(2011～2015年)》。为了更好地实施该规划,对规划的流域水环境管理分区划分的方法以及管理思路进行了梳理和介绍,分析了目前分区管理体系存在的问题以及需要突破的水环境管理关键技术,以期在实践中积极探索和完善流域水环境分区管理体制。Partiiion management of water environment for river basins is a commonly used mode in foreign countries and it is also generally confirmed and promoted gradually in China. But in general, the system framework of partition management of water environment management for river basins is not very clear and there is still lack of some implementation specifications and stand- ards, therefore the Ministry of Environmental Protection worked out the ＂Water Pollution Prevention and Control Plan for Impor- tant Basins （2011 -2013）＂. In order to ensure smooth implementation of the plan, we systematically introduced the partition method and thought for basin water environmental management in the plan, analyzed the existed problems in present partition management system and the unsolved key technologies of water environment management, expecting to explore and perfect the partition management system for water environment of river basins.
