摘　　要：论文是在简单对策模型的基础上建立了两层超对策模型.并运用这个模型解决两层协商中的冲突问题。通过合理的假设,建立了一个典型的超对策模型,通过引入一种理性行为共生的概念作为其两层超均衡解,并讨论了两层超均衡解存在的条件。Two-level hierarchical hypergame model（THHM） is proposed to solve the conflict problem in two-level hierarchical. The ar- ticle sets up a typical two level hierarchical hypergame model through the reasonable assumption and theoretical and derivation. And a holistie concept of rational behavior is introduced as a whole as Hierarchical Hyper Nasb Equilibrium（HFINE）.
