摘 要:建国以来我国普通高校国防教育体制的发展经历了战时政治动员、培养预备役军官、全面民兵化、进行普及性国防教育等四个阶段,发展定位上从专业性军事训练走向普及性国防教育,发展思路上从依法试点走向全面铺开,发展模式上注重形式与内容的融合。在体制的变迁中值得汲取的经验有:正确处理国防教育与学校教育的辩证关系、消除高校学生军训地位作用上的片面认识、防止制度建设与实践工作的脱节。未来普通高校国防教育体制应当从几方面加以完善:坚持国防功能和育人功能相统一,将高校国防教育完善成为多层次、布局合理的结构体系;加强学生军训的理论研究,打造一支高素质的教学科研师资队伍;建章立制,明确军地各方的权责关系。There are four stages of national defense education in Chinese higher learning since the founding of the People's Republic of China that in the war time of political mobilization, the pre-service army official nurses, national militias and popular national defense education. The characteristics are as followings: the popular national defense education from the professional military training, the developing thinking from the lawful trial to go all round way, from the form and the content to the integration progress. The experiences from the system changes are that the dialectic relationship between the national defense education are handled well, the one-sided view of the students military training being given-up, prevention disconnection of system established and the practical work. The following fields should be completed in the coming time in the national defense education system: to uphold the unification of national defense function and to train the talents, to finish the multi-structure and the multi-structure system and the reasonable layout structure of this education, To strengthen the theoretic study of student military training to raise the high-level teaching and scientific research members, to clear the responsibility of every aspect in higher learning.
