摘　　要：因城镇中大量存在需要承担高昂医药费的弱势群体,政府有责任构建完整的医疗保障体系,以体现对劳动者价值和生命健康权的充分尊重。本文在对城镇弱势群体进行界定的基础上,论述了构建城镇弱势群体医疗保障体系的必要性和重要性,并围绕全民参保和报销待遇等核心问题提出建立多层次响应的医保互助和救助机制,以及在实施过程中还必须坚持政策先行、专款专用和高效务实等基本原则。In cities and towns, there are a lot of vulnerable groups who need to bear the high medical expenses, and the government has the responsibility to set up the complete medical security system to show the full respect for the laborers＇ value and the right of life and health. Based on the definition of vulnerable groups in cities and towns, this paper illustrates the necessity and importance of constructing medical security system for urban vulnerable groups, and points out a multi-level response mechanism of health care, mutual help and relief should be established focusing on the core issues such as universal coverage and reimbursement benefits. Mean- while, this paper puts forward that in the process of implementation, some basic principles be adhered to such as policy first, a fixed sum for a fixed purpose, efficiency and pragmatism, etc..
