对我国海洋体育发展战略的思考

摘　　要：在文献资料研究的基础上,通过实地考察和专家座谈,从我国海洋经济发展的战略高度,对海南、厦门、青岛、浙江海洋体育现状进行了研究,揭示了我国海洋体育发展中存在的主要问题:海水质量不高;不少沿海城市冬季漫长限制了海洋体育项目的发展;敬畏大海,不喜欢冒险的民族性格有碍海洋体育项目的开展;学校体育教育中对海洋体育项目不够重视;政府规划中尚没有海洋体育的发展内容,海洋体育的产业规模和市场体系尚未形成。从党的十七届五中全会关于发展海洋经济的总体要求,提出了我国海洋体育的发展要以人的全面发展和提高民众的生活品质为立足点,大力开拓高水平竞赛表演市场,加强单项体育协会和俱乐部的协同合作,以体育服务业为重点,优化产业结构,建立适应市场经济规律的海洋体育产业管理体制和运行机制。Based on the method of literature research and the investigation on target spot as well as discussion with specialist,the author of this paper analyzes the developing status of ocean sport in Hainan province,Amoy city,Qingdao city and Zhejiang province in order to find out the main issues and restrictions in the development of China’s ocean sports,such as the lower quality of sea water and the long period of winter season in many northern ocean cities,the people’s characters that dislikes dangerous sports,the neglection of ocean sports in school P.E.class,absent industry scale and market system.The author of this paper pointed out the developing guideline of ocean sports according to the new ocean strategy by government in the Seventeen Session of the Fifth Plenary Session and encourages the development of ocean sports based on the quality of life of human-beings and high-level market of competition and show,strengthen cooperation between the association of single event and club,focuses on the service industry,optimize the industry structure and establish the management and operation mechanism of ocean sports industry which fits in with the needs of market rules.
