摘　　要：本文分析了卓越工程师计划的基本特征,详细阐述了卓越计划模式下以学生为中心教育理念的内涵,并从四个方面详细论述了贯彻这一理念的具体措施,以期为"卓越计划"的推进提供借鉴与参考。This paper analyzed the basic characteristics of PETOE （A Plan for Educating and Training Outstanding Engineers） and it also discussed the connotation of the PETOE. In order to push ahead the PETOE, four policy measures about how to implement the education idea with student as the center were studied in detail, for the purpose of providing helpful reference for pushing ahead with the PETOE.
