摘　　要：河南兰考事件引起了社会各界对孤儿流浪儿童的极度关注，出现各异的声音与观点，在全面建设小康社会的进程中，建构完善的社会福利制度是我们面临的重要任务，也是民众的强烈社会诉求，作为最弱势人群的儿童社会福利体系的建设更是不可忽视的重要社会建设议题。分析描述我国弱势儿童福利服务的历史变迁与发展现状，并在此基础上探索今后我国弱势儿童福利的发展途径，不仅是我国社会福利制度发展战略的重要组成部分，也是回应民众关切，落实党的“以人为本”的执政理念的重要步骤。The event in Lankao,Henan Province,has aroused great concern and a variety of opinions regarding the issue of orphans and street children.In the process of building an all-round well-off society,it is an extremely important task that confronts us as well as a strong wish of the people to construct a sound social welfare system.The construction of the welfare system for children who are the most vulnerable in the society is an important task in social construction that we cannot afford to ignore.This article describes the historical changes and development of the welfare services for vulnerable children and on this basis explores the development of the welfare system for Chinese vulnerable children in the future.It is not only an important component of the development strategy of China's social welfare system but also a response to the public concern,in addition to an important procedure in implementing the'people-oriented'rule concept of the CPC's leadership.
