摘 要:面对组织或个人错误行为,潜在举报人通常有三种选择:积极的向组织内、组织外进行举报;消极的保持沉默和主动的远离错误行为。无论最终的选择结果如何,在整个过程中潜在举报人都将会受到伦理道德的拷问,疲惫的为自身的举报行为寻找伦理依据。对于这种情况,以往的学术关注更多集中在对潜在举报人的行为激励、即以第三方视角分析举报人所处困境,在举报形式和举报者保护制度设计上下功夫,而缺乏对举报人内心困境的伦理关怀,尤其是在剥离表层的个人、组织、社会三个单元之间必然存在的利益冲突后,缺少对隐藏在各个单元中的内生伦理矛盾的深入研究,而这恰恰是产生举报冲动、激励举报行为的关键,也是协助举报人走出困境的必要助力。Potential whistleblowers usually have only three choices when facing the wrongdoings of an or- ganization or individual: whistleblowing internally and externally; keep silent or escape. However, what- ever the final choice is, in the entire process, the potential informants will be under ethical pressure, thus sparing no effort to seek ethical support for the whistleblowing behavior. As for this situation, former researchers mostly focused on the incitement of whistleblowing action, which means they generally ana- lyzed the dilemma of informants from the third perspective by paying more concerns to the manners of whistleblowing and the design of protection framework for whistleblowers. However, they lost the ethical attention on whistleblower' s intrinsic dilemma especially under the circumstance that inevitable benefit conflict among personal, organization, society has been removed, resulting in a lack of deep researching on the ethical conflict hidden in every unit, which is just a crucial factor, impacting on whistleblowers to trigger the disclose impulse and being incited. In addition, it is also the essential assistance which can help the whistleblower to get out of the ethical dilemma.
