摘 要:分析了当前我国农产品质量安全现状的阶段性特点,提出了加强农产品质量安全监管工作的思路和重点措施。应处理好"数量安全与质量安全、绝对安全与相对安全、管理成本与管理收益、监督管理与产业发展"4个主要关系,坚持"打防结合、预防为主,重心下移、关口前移,部门联动、综合施策"3个基本原则,统筹运用好法律手段、行政手段和经济手段,重点加强产地环境、投入品、生产过程、产地准出、市场准入等5个环节的全程监管,提升发现、评估、防范和解决农产品质量安全问题的能力。Abstract : The current status of China agri - food quality and safety was analyzed and the key points on the enhance- ment of agri - food quality and safety supervision were put forward. For the enhancement of the supervision, four key relationship should be handled properly, that is quantity safety vs. quality safety, absolute safety vs. relative safety, management cost vs. management benefits, supervision vs. development. Three basic principles should also be strongly adhered to, including a combination of punishment and prevention with emphasis on the latter, downward work focus and forward checkpoint, departmental interaction with comprehensive measures. The legal, administrative and economic approaches should be made good use of and the whole process regulation should he implemented on the following five aspects, which covers origin environment, inputs, production process, origin exit and market access, so as to enhance the ability of locating, assessing, preventing and settling the quality and safety problems of agri - food.
