摘　　要：讨论了城市公共交通优先发展战略和公交都市建设的核心目标,提出了衡量公交优先发展绩效与公交都市建设成效的公共交通服务质量指标体系和公共交通服务品质指数,以期引导城市公共交通优先发展和公交都市建设回归到"以民为本、乘客至上"的正确理念与轨道上来。This paper discusses the core targets of the preferential development strategy of urban public transport and the metropolis, and proposes construction of a transit the transit service quality indicator system and the ITSQ （the index of transit service quality） to evaluate the performance of the preferential development of public transport and the construction of a transit metropolis, so as to guide the preferential development of urban public transport and the construction of a transit metropolis back to the right concept and way of ＂people first and passenger first.＂
