摘 要:针对高科技人才的需求意愿制定相对应的激励措施不仅可将企业的有限资源用在刀刃上,而且能使激励措施的效果最大化。基于经济与物质报酬、组织制度因素、工作本身和员工个体成长四个维度,建立国家自主创新示范区高科技人才需求意愿的层次体系,并根据武汉东湖高新区的调查数据,运用AHP分析法深入分析影响高科技人才积极性的因素。针对需求意愿体系提出具有针对性的激励措施建议,为"十二五"期间国家自主创新示范区人才政策的制定提供一定的理论依据,为人才激励的工作实践提供理论指导。Establishing relative incentive measures according to the demands and intentions of high-tech talents does not only make best use of the limited resources of enterprises, but also maximizes the effect of incentive measures. This paper established a hi- erarchy system of demands and intentions of high-tech talents of the National Independent Innovation Demonstration Zone based on four dimensions, i.e. economic and material rewards, organizational factors, employee growth and the job itself. Then, using AHP, the paper analyzed the influencing factors of high-tech talents initiatives with the data of Wnhan East Lake Hi-tech Development Zone. Fi- nally, it put forward specific incentive measures and suggestions on the base of demands and intentions to provide theoretical basis for the formulation of talent policy and provide theoretical guidance for the practice of talent incentives at the National Independent Innova- tion Demonstration Zone during "the Twelfth Five Years Plan" period.
