农村宅基地退出的补偿测算——以商丘市农村地区为例

摘　　要：研究目的:依据宅基地对农民的功能效用对其价值进行定量测算,为宅基地退出补偿标准的合理确定提供科学依据,以促进宅基地的有效退出和保障农民的合法权益。研究方法:综合分析法,模型测算法,实证分析法。研究结果:商丘偏远农村地区宅基地在不考虑期权价值的情况下为317.597元/m2;在假设的不确定性条件下期权价值占总价值的37.18%—81.5%,不确定性条件下的价值是确定性条件下的1.592—5.405倍,期权价值随着不确定性的增加而增加。研究结论:基于宅基地对农民发挥的主要功能来确定补偿测算模型,从定量角度为农村宅基地的退出补偿提供依据,具有一定的可行性。The purpose of this paper is to estimate the value of rural residential land according to its function to farmers,which could provide scientific basis for making reasonable compensation standard,promoting effective quitting policy,and ensuring property rights and interests of farmers.Methods of comprehensive analysis,statistical model and empirical analysis are used.Result shows that if ignores the option value,the compensation would be 317.597 Yuan per square meter in the rural Shangqiu area.If the uncertainty is taken into account,the option value would account for 37.18%-81.5% of the total,which is 1.592 to 5.405 times of the situation with certainty.Conclusion is that the compensation model based on the main function of rural residential land to farmers could provide quantitative basis and has feasibility to some extent.
